Zone 3 South District parking scheme launched

Residents in the south district will now be able to apply for Zone 3 permits as the Ministry for Transport rolls out the next stage of its residential parking scheme.

Zone 3 will encompass the area south of Jumpers Building in Rosia Road up to the ex-1772 Club in Europa Road.
Those wishing to apply for parking permits are urged to apply early.

The scheme will come into effect as from September 11, with an amnesty period until the official start date on October 1.

There are an estimated 2,500 households within the demarcated area, with 1,043 on-street parking spaces available. There are more than 1,500 private parking spaces available for residents within their garages.

At a press conference held in Number Six yesterday, Transport Minister Paul Balban said: “The figures are a lot more positive this time around.”

“We expect there to be sufficient parking space in comparison to what we saw in Zone 2, which only offered 550 parking spaces serving an area of 2,700 households.”

“This is very interesting because you don’t know what’s going to come as we launch this scheme.”

The zone will be a mixture of residents parking, pay and display, loading bays for commercial vehicles, mixed-use parking spaces similar to those recently introduced in Zone 2 and school drop-off areas, with clear signage and road markings identifying the parking spaces.

Mr Balban emphasised that this was a pilot parking scheme, adding that it’s “another part of the puzzle”, and thanked everyone involved in this project.

He said similar to Zone 1 and Zone 2, this next phase of the Sustainable Traffic, Transport and Parking Plan will be launched following detailed and thorough research, and takes into consideration residents and stakeholder recommendations.

Residents that already own a private garage or parking space or rent one within a Gibraltar Car Parks facility are in fact encouraged not to apply for a permit if not necessary, hence increasing parking opportunities for those who do not have their own parking provision.

Permits are available priced at £60 for the year for one permit, £120 for two permits per household and £240 for three permits per households. Pensioners receive a 50% discount.

Mr Balban added: “The success of a residential parking scheme is achieved by finding the right balance between residents, visitors and commercial entities that reside and need to operate within the area.”

“The scheme will be kept under constant review from the moment it is launched, and will be monitored closely.”

“It is paramount that residents are patient and before being able to truly assess its effectiveness.”

“Zone 3 will no doubt come with its own unique challenges.”

Households in government arrears will be refused permits.

In order to apply for a Residents Parking Permit, applicants will need to provide proof of residency within the zone, a valid MOT certificate (if applicable) and the Certificate of Vehicle Registration (Log Book), together with proof of identity.

The permits will be issued on a per household basis with no limit on the number of permits being applied for.
